The postman always rings twice

A funl sign - engraved marble if you please - at the door of a really old apartment building:
Ring
- once for ground floor and first floor
- twice for second floor
- three times for third floor
If the postmans always ring twice, how do the others get their mail I wonder? i ;-)))
